Description: Evaluated pole attachment agreements between the Middleboro (MA) Gas and Electric department and the imbedded CATV provider. Recommended changes in these agreements to benefit the light department. Provided executive guidance for the renegotiation of a CATV service agreement and coordinated activities with the outside counsel.

Description: Evaluated business strategies and developed a business plan for Middleboro (MA) Gas and Electric to enter the telecommunications business, selected a telecommunications partner, developed a marketing strategy, supported development of a legal strategies to develop the business, and provided management guidance to the roll out services. Strategies included resale of services, partnering, and overbuilding using FTTN, FTTC, and FTTH.

Description: Evaluated previous telecommunications business development plans for the Littleton (MA) Electric Light Department; directed the procurement of partnering arrangements with vendors; evaluated vendors' responses; and negotiated contracts with them to develop telecommunications as a business area for the municipal light department.

Project: Burlington Electric Department CLEC Business Plan & Implementation

Description: Provided management and expert guidance to Burlington (VT) Electric Department as it negotiated with carriers for pole access and evaluated its options to work with the embedded CATV company. Directed the procurement of an agreement to partner another firm to develop a new business to provide competitive telephone, data and Internet, and CATV services (the triple play) within the city. Supported negotiations with prospective vendors. Recommended a vendor and provided technical and management guidance to executive management as the business area developed.

Prepared the business plan and technical specifications of the system, oversaw its implementation, and oversaw the daily operations of the business. LOCATUM used networking and web technology to put building floor plans and other critical emergency information online for ready availability by emergency services.

Project: Cellular Telephone Tax Relevance Analysis & Value Estimation

Description: As an expert, developed technical arguments that cellular service is subject to a gross revenue tax and calculated the back tax owed by cellular carriers for two Missouri cities v several cellular carriers. Prepared reports for the court and was deposed. The cases settled before trial.
